Kuya Oscar has been a fisherfolk in Panukulan, Quezon ever since he was in grade school. He witnessed everything the sea has to offer; fishes, corals, crustaceans, and many more. When resources started to fleet, Kuya Oscar wondered what went wrong. It occurred to him that illegal activities were unstoppable to meet the unending needs of the community.
The Philippine Partnership for the Development of Human Resources in Rural Areas Luzon secretariat (PLS) together with its implementing partner, Institute of Social Order (ISO), capacitates their assisted communities through its project funded by the United Nations Democracy Fund (UNDEF). The project aims to incorporate gender responsive and CCA-DRRM responsive agenda through programs and activities like community planning and social enterprise.

We are a network of sixty-five (65) non-government organizations involved in various development activities in rural communities all over the country.
PhilDHRRA envisions a society that is characterized by participatory democracy, equality, national sovereignty, economic prosperity, cultural autonomy, gender equity, and environmental sustainability. Relevant and self-reliant NGOs will make a significant contribution to the attainment of this society.
